Sri Lanka's Childcare and Probation Department in collation with hundreds of private children's homes around the nation strive to meet the needs of the thousands of children at risk due to the horrors of abandonment, abuse and neglect in addition to the care of hundreds of orphans. Although the fundamental standards set by the Department of Childcare and Probation insure basic security, Sri Lanka's governmentally accepted standards of nutrition, education and emotional support hundreds of children spend their entire life in residential care yet, never meet their individual, emotional, physical, spiritual, educational, vocational and relational potential.

Likewise, the Children's Homes management and staff seldom obtain any specialized training in meeting those vital needs of the children entrusted to their care. Whilst we recognize the need to re-unify children, who have families wherever possible, we cannot close our eyes to the often poor conditions and quality of care offered to many children who have no other option than residential care, hence we have set our plan for the empowerment and development of children's homes in Sri lanka.
